November 04, 2016 - Outcome of October 26 Public Meeting on the Octoraro Greenway Study

Concord Woods resident John Gillespie, who serves on both the Township Board of Supervisors and the Octoraro Greenway Steering Committee, provided the following summary of the subject meeting (thank you John):

"A public presentation on the findings of the Octoraro Greenway Feasibility Study was held on October 26 at 7:00 p.m.  Chester Heights Borough and Concord Township have collaborated to study the feasibility of building a pedestrian/bicycle greenway along the alignment of the former Octoraro Railroad. Since the inception of local trail planning in the 1980’s, this rail line has consistently been noted for its outstanding potential for trail development.  A public trail along this route could be a valuable recreational amenity for local residents, and as part of the overall strategy for the expansion of the trail network in Delaware County and throughout the region.

The former Octoraro Rail alignment crosses the entire length of Chester Heights Borough and Concord Township, and is located just south of and roughly parallel to Baltimore Pike. The route covers 1.4 miles in Chester Heights and 4.5 miles in Concord and, for a total length of 5.9 miles. Inactive since the early 1970’s, the tracks remain visible along the great majority of its length, especially in Concord Township. Most of the Octoraro alignment is on private property without public access. Currently there is no public right-of-way that can be utilized for recreational purposes. This lack of public right-of-way along the alignment is a critical factor in assessing the feasibility of a potential trail. For a trail to be developed, rights would need to be acquired from numerous individual property owners. The municipalities have no intention to take property or otherwise infringe on the rights of property owners.

During the presentation, the findings of the Study were discussed, including possible locations for the trail, design standards, public benefits, and other potential issues.  Approximately two dozen residents were in attendance. Comments/concerns were as follows:  Alternate routes through the Mill Race/Polecat Road area, road widths, control of ATV use and hunting, crime statistics, security and illicit activities, trailheads, SEPTA right-of-way, and taking of property.  The takeaway from the study is that Section 1 (from Route 202 to Concord Road) and Section 2 (Newlin Grist Mill) appear to be the most feasible at this time.

Copies of the Study are available for review at both municipalities during regular business hours and via each website. Comments and questions are welcome anytime via Brenda Lamanna, Township Manager, Concord Township (blamanna@concordtownship.org610-459-8911, x102)"

Webmaster Note: Proceeding with Section 1 & Section 2 of the study, should the Township elect to do that, would not impact Concord Woods properties. Also, highlighting in the above report was added by the webmaster.

  October 17, 2016 - Octoraro Greenway Study - October 2016 Draft

The link below will take you to the latest Concord Township draft plan to develop a network of pedestrian/bicycle paths within the township. This is a joint plan that also includes neighboring Chester Heights Borough.

http://townshipofconcord.com/files/2016/10/Octoraro-Draft_2016.10.03.pdf

All residents are encouraged to read it. Not only is it thorough, it is also realistic in highlighting obstacles to implementation, including such things as obtaining easements, water and highway obstacles, and resident concerns where trails abut private residences. It also offers alternatives to mitigate some of the obstacles, as well as a realistic phased plan for moving forward, including recommendations for both funding and maintenance.

The plan, on sheet 31 (Plan page 26), rates the probability of obtaining Right-of-Way acquisition in three categories, high, medium, and low. Low ratings are on sheet 34 (Plan page 29), and CWHOA is listed n this category. Chapter 5 of the report further discusses potential impacts of the recommendations.

A public meeting will be held by the Township on October 26 @7pm to present the plan and get comments.

This will occur in the near future.

We thank Marty, Lou, and the volunteers who are committing their time and energies on our behalf.
